NETWORK PRIVACY AND SECURITY ISSUES BACKGROUND. This subcommittee would work closely with the FNC/SWG and their priorities related to implementation of the Federal Internet Security Plan (FISP), Internet security testbed efforts, and Internet security R&D. The FNCAC is tasked with the responsibility of identifying an FNCAC member with Internet security expertise who is willing and able to act as chair of this subcommittee. (This task is in process.)

Marc Rotenberg suggested, and Sid Karin and Steve Squires (co-chair of the FNC/SWG) agreed, that this subcommittee should be called the Network Privacy and Security Issues because privacy is such a fundamental issue. As Marc pointed out, privacy is one of three key areas identified by a working group of the NIIAC and is the subject of a recent NTIA report. It is difficult to discuss security issues separate from privacy concerns. Steve added that privacy is at least as important as security. People will not trust an NII that is not secure, but also they will not trust a secure NII that does not provide privacy.

Marc also suggested that the FNCAC place greater emphasis on international standards and global connectivity, and recommended incorporating the OECD Guidelines for Security of Information Systems and the OECD Guidelines on the Protection of Privacy. Harmonization is a critical theme for the growth of the NII, and the FNCAC should help identify those areas where international standards are emerging. Steve and Sid echoed these comments.
